World's First CDMA-based Professional Trunking Technology—ZTE GoTa Digital Trunking Service Solution for Public Trunking Operator

1. World's First CDMA-Based Professional Digital Trunking Solution

GoTa (Global open Trunking architecture) is the world’s first CDMA-based digital trunking system launched by ZTE. Certainly, it will greatly drive the growth of trunked radio communications.

ZTE GoTa is a practical and professional 3G-oriented trunking service solution based on optimized CDMA technologies.

Spearheading the future digital trunking communication systems, the concept of PAMR (Public Access Mobile Radio) has many benefits such as sharing of channels and frequencies, utilizing the same network coverage area, sharing the network services and low infrastructure expenditures. In terms of the system design, ZTE engineers carefully considered PAMR features and various demands of mobile commercial users. By integrating multiple services (radio dispatch services, POTS (Plain Old Telephone Services), packet data services and value-added services such as SMS and LBS) into a single GoTa terminal within a public network, it enables GoTa subscribers to access a variety of wireless services.

By utilizing the CDMA2000 1X service platform, the GoTa solution dovetails trunking services and traditional mobile services smartly on the system and terminals, and takes into consideration the needs of both PMR (Professional Mobile Radio) and PAMR network subscribers. As an innovative trunking communication system, GoTa offers highly advanced technologies with more diversified services. And because GoTa can meet the needs of users for both broadband data services and value-added services, it will undoubtedly enhance the competitiveness of the operators.

2 Overview of GoTa Trunking Communications System

The GoTa system is basically composed of the BSS (Base Station Subsystem), DSS (Dispatch Subsystem), 3GCN(3-Generation Core Network), PDSS (Packet Data Service System), terminals, and other extended service subsystems.

The BSS, consisting of BTS and BSC, provides access to trunking services, data services and POTS. To support trunking services and optional data services, the BSS also includes the PDC (PTT Dispatch Client) and the PCF (Packet Control Function) entities.

The DSS comprises the PDS (PTT Dispatch Server), PHR (PTT Home Register), and PTT Dispatch Management Subsystem (including DAS and DAC). The PTT Dispatch Management Subsystem can offer the virtual dispatch services to the fleet customer and set-up the VPN (Virtual Private Network) for dispatch services. The DAS works as a WEB server to provide services to the DAC (DAS Client) based on the traditional B/S (Browser/Server) architecture. After logging into the DAS, the DAC can implement various dispatch and management operations by interacting with the PDS and PHR through the DAS.

The 3GCN consists of the MGW (Multimedia GateWay), MSCe (Mobile Switching Center Emulation), HLRe (Home Location Register Emulation), and SMC (Short Message Center).

The PDSS consists of the PDSN (Packet Data Serving Node) and AAA (Authentication, Authorization and Accounting) server. It provides GoTa subscribers with packet data services. The PCF (Packet Control Function) entity is located at the wireless access network side or BSC side.

GoTa terminals include commercial handheld terminals, vehicle-mounted stations and fixed stations. They can also be low-end mobile terminals (that only provide dispatch and voice services), and special terminals (such as handsets with “three-proof” functions like waterproof, shockproof and dustproof) designed to meet the specific requirements of different users or groups.

4 Professional Trunking Services and Supplementary Services

In addition to professional services such as group call, private call, floor taken, late-join, and dynamic regrouping, the GoTa system develops feature-rich new services to meet customers’ requirements, including floor queue, online user status query, call forwarding, service priority, fall back and so on. Apart from the basic functions of professional dispatch agent and management stations, the GoTa system provides new functions such as short message group sending, status display and member management. The GoTa system supports supplementary services such as broadband data service, short message service (for example, cell broadcast and short message group sending), wireless location service, and wireless data industry application service.

4.1 Featured Trunking Services

Group call: Group call is a one-to-many half-duplex communication mode. During the call procedure, only one group member can talk and all other members can only listen at any given moment. During a call, a group member with higher priority also can directly take the floor (the right of talking).

Ÿ Private call: Private call is a one-to-one, half-duplex call.

Ÿ Prepaid service:The GoTa users pay for the service in advance. The operator maintains the users’ account information, and the users enjoy the trunking service as per their account balance. This functionality can effectively reduce the risk of payment in arrears. The payment for the call is deducted from the prepaid account of the terminal that originates the call.

Ÿ Fleet management console: Through the management console, the fleet manager can manage the groups, subscribers and dispatchers of his fleet by himself, without the assistance of the operator. It is used to provide VPN features to the fleet.

Ÿ Fleet dispatch console: Through the dispatch console, the dispatcher can perform abundant dispatch operations for the groups and users in his fleet by himself, without the assistance of the operator. The dispatch operations include group/private/temporary/emergency call, real-time group member status display, user calling dispatcher, short message group sending, location and so on.

Ÿ PTT emergency call: The PTT emergency call is a special call with the highest priority in emergency cases. It enables the users to have resources allocated, even if this means that other calls with lower priority should be disconnected.

Ÿ User status query: A user can query the on-line status of other members in the group call by the terminal.

Ÿ Service priority: The user can have own priorities among the PTT service, telephone service, and data service. It will decide which call the user want to join while the PTT call, telephone call and data call are initiated simultaneously.

Ÿ Group management in Wireless Mode: The group header can achieve real time management on the group through his/her terminal, including adding/deleting a user, setting the user’s authority and setting the call idle duration.

Ÿ Virtual PDS/PHR: A physical PHR (PTT home register) can be configured as several virtual PHRs. Logically, each virtual PHR is independent of others and has the independent administrator who manages the fleet, groups, and users within its own manageable area.

Ÿ Group watching: The user can select one or several groups as his watching list. It only responds to these groups to avoid interference from other groups, but will receive emergency calls or pre-emptive priority calls from other groups not in his watching list.

Ÿ Fall-back operation: The BTS can process the service request within its coverage in case of the breakdown of the transmission link between the BSS and the 3GCN/DSS, or between the BTS and the BSC. In fall-back mode, the BTS can process the emergency call, the broadcast call and the group call.

Ÿ Direct mode operation: Two or more mobile stations can communicate with each other directly without being served by the trunking network.

Ÿ Location from the dispatch console: The dispatch console combines the functions of dispatch and location. The dispatcher uses the location service module to make real time location and tracking for the dispatched groups/users when dispatching the group call/private call.

4.2 Data Services

The GoTa system supports not only 307.2 kbps packet data services including mobile office, video on demand, online query, multimedia mails and data enterprise applications but also “always online” feature of terminals.

The GoTa system supports 14.4 kbps circuit data services for G3 fax, low-speed Internet access, and low-speed data transmission.

4.3 Location Services

The perfect combination of positioning technology and PTT service achieves real-time positioning in a group call, improving the practicality of PTT location service. In this way, the GoTa system can provide featured and differentiated location service solutions, and can be widely applied for industrial users and civil departments such as navigation, emergency assistance, goods tracking, logistics management, location-based information advertisements, selective mass broadcast, location-based charged service, and so on.

In each positioning process, the GoTa system can implement GPS-based positioning to meet the requirement for positioning accuracy, terminal capability and environment conditions. It supports a variety of terminals including common CDMA cards or handsets, GPS vehicle-mounted stations and gps-One handsets. ZTE self-developed ESTAR (Enterprise Star) system can be integrated with the GoTa system to implement the dispatch of location-based enterprise resources (vehicles and employees), and provide open interfaces for SPs or CPs to conveniently deploy mass applications and enterprise applications.
