The conventional manual surveillance generally used now has a low frequency. So it is difficult to correctly reflect environment quality and pollution discharge conditions. The low frequency of manual surveillance and analysis, as low as once to twice a year and not more than once a month, makes it very hard for surveillance results to accurately reflect environment quality. This on the one hand may cause incorrect judgment about environment quality and delayed information about environment changes, on the other hand gives illegal enterprises a chance to stealthily discharge pollutants that exceed the stipulated standards. Gradually building and perfecting an automatic environment and pollution source surveillance system is an inexorable trend of the environmental protection work.
As China’s industrialization and urbanization are progressing very fast, the discharge volume of main pollutant such as living and industry waste gases and water is soaring, seriously endangering people's living environment. China’s economic environment has been improved and people are attaching more importance to living environment improvement. Environmental protection and surveillance become our major work in order to reasonably utilize environmental resources and protect ecological environment.
As the technology department of the national environmental protection system, the environmental surveillance department is an important basis of the environment management work. With increasing environmental awareness, more and more people are concerned about environment quality and demand transparency of environmental protection work. The authorities also need a large amount of diversified rapidly-updated information. All these raise a question to the environment surveillance department: How to build a practical, widespread, flexible environment data collection system to meet all parties’ requirement for environment surveillance information.
Eye Will “Environmental Protection Surveillance” System Composition
Integrating the environment surveillance platform of the “Eye Will” video surveillance system, online environment surveillance GIS electronic map, and video surveillance, and based on optical fibers and an ADSL broadband network, the system can accept data of waste gases and smokes and seamlessly link with online surface water, atmosphere, and noise surveillance station systems, achieving high environment surveillance efficiency.
The Eye Will “Environment Surveillance” system is composed of four parts: the Pre-Unit (PU) subsystem, transmission subsystem, service platform subsystem, and environment surveillance center subsystem. The PU subsystem contains video cameras on enterprise sites, PU, and online measurement equipment for environment surveillance. The network transmission subsystem contains wire-line and wireless network transmission equipment and lines. The service platform subsystem contains service management, streaming forwarding and storage service. The environmental protection department surveillance center contains an environment surveillance data summary and analysis software platform, a surveillance display system, a GIS, and a query and control system.
