For a turnkey project, the operator may engage ZTE to complete the majority of works involving various equipment, fields and phases of the project, due to considerations of costs, efficiency, risks, management, resources, etc.

In a typical turnkey project for a mobile operator, there are seven components, i.e. network planning (NWP), site acquisition (SA), civil work design (CWD), civil work construction (CWC), telecom equipment installation (IT), integration (INTGR) and maintenance (MAINT).ZTE is able to provide all the services for turnkey delivery based on customers’ requirements.

1. Wide and complete scope of service

The seven components provided by ZTE can be further broken down to cover all aspects of the project. Network planning is responsible for radio planning, transmission planning and site planning. Site acquisition involves searching for sites, route selection, obtaining letter of intent on lease from owners, participation in site survey, signing site and route leases, etc. The operator may use local resources to jointly acquire sites if necessary. Civil work design involves site survey, detailed construction drawings, submission of documents for approval, delivery of design documents, provision of as-built documents. Civil work construction include construction preparation for sites and routes, construction as per drawings, tower erection, wiring and laying, compartment installation, air conditioner installation, power supply installation, etc. Telecom equipment installation refers to installation of telecom equipment, power-on testing, software commissioning, etc. System integration is for network commissioning and testing, acceptance inspection, cutover, handover, etc. Maintenance covers network optimization, operation monitoring, equipment maintenance, etc. They cover all necessary activities.
