With the developing and upgrading of the network technologies and the ever-changing business applications, the operators in china begins to enter the full-service operation era. Facing with the fierce market competition, operators are required to improve network quality and service level and to take into account the costs as well, especially the network operation and maintenance cost. Network optimization is the critical work in the routine operation and maintenance, which is vital to guarantee the network quality and enhance the customer service perception. However, a large amount of simple and repetitive network optimization work become the obstruction for the operation and maintenance efficiency improvement and rapid response to the customer demand, which have resulted the high operation and maintenance cost at the same time.
At TM Forum Web operation and maintenance conference of March 2010 in Bonn, Germany, internationally renowned operators and equipment manufacturers reached the same conclusion: the only solution to the growing complexity of network structure and the increasing operation and maintenance work in the case of a serious shortage of manpower is to achieve the high automation and intelligence of the daily operation and maintenance work. In terms of the network optimization which is of great importance in the daily operation and maintenance work, the network optimization tools must be intelligent, even be operable to the "fool" in order to achieve the solution and response to the end users’ requirement with low cost, excellent quality and high efficiency.
The traditional network optimization with low efficiency
The traditional network optimization mainly consists of the network assessment, network problems location, network optimization and dilation advices as well as the network optimization implementation. Network assessment mainly contains 2G and 3G network assessments, including assessments on parameters configuration, neighbor configuration, PN configuration, coverage, cross-district community, network health, comprehensive network problems and so on. After that, all network problems will be output, such as configuration problems, failures, hidden failures, weak coverage, pilot pollution, neighbor problems, PN problems and so on, on the basis of which the network optimization and dilation advices will be given as the guidance. The traditional network optimization is characterized with the passive and repetitive work which occupies a large part of manpower and material resources in the entire optimization, such as driver test, antenna adjustment, repeated revisions of the background parameters. Jiangsu Telecom lists the top three in China Telecom Group. Due to the rapid economic and tourism development in Yangzhou, the requirements of the users there on the network quality and telecommunications services are increasingly enhanced. As for those unexpected high-end data services optimization, a lot of problems have emerged, such as inaccurate location of the network problem, slow complaints handling, high huge human resources costs, which seriously affects the customer's business perception. The business has encountered with resistance.
Considering the current situation of the network, Yangzhou telecom adopts ZTE "NetMAX-C + T-Phone intelligent network optimization solutions", which has entirely changed its traditional network optimization approaches through the establishment of the user perception system, self-adaptive resource scheduling, VIP customer care, business monitoring and so on. Data acquisition server records the user call detail data from the OMP of the BSC and delivers it to the CDT storage server through the CDT Receiver. The front-end operator downloads the CDT log from the CDT storage server and uploads it together with the OMM configuration data and base station information table to the NetMAX-C analysis server (set up in the backend or in the frontend). The follow-up things will be finished by the analysis server. Through the manual one-key analysis, the network assessment report can be output, which will contain more than 80% of the current network problems to be addressed, such as the coverage problems, optimization advises, neighbor optimization advises, all the faults and failures and the examination tips for the resource problems. It will significantly save the time and efforts to find and analyze the network problems. Analysis server contains two systems, 1X and EVDO. As the key data from the "real" users is used for the analysis, it can be said that all users do the driver test for us, which will not only reduce the driver test process but also make the test more comprehensive and deeper. Analysis client is the portable one used in front end. The analysis database can be downloaded directly from the server and the assessment results and solutions can be directly output, which are easy to operate and will not affect the daily work.

T_Phone, a terminal with the same size as the common mobile, has replaced all the traditional test systems and it supports 1X and EVDO.
T-Phone users can be telecom engineers, reginaol or district telecom manager, mail carriers, taxi drivers and so on. The test results have no difference from the traditional test in terms of the analysis.
