Introduction on Project Background and Operator
China Telecom, the largest fixed network operator in China, is ranked No. 4 as CDMA network operator all over the world.
In May 2008, China completed a comprehensive reconstruction of the telecommunication industry and formed a new China Mobile, new China Telecom and new China Unicom. During the reconstruction, the CDMA network of the former China Unicom was merged into China Telecom to form a new company still named as China Telecom. On October 1, 2008, China Telecom entirely took over the CDMA network and services from the former China Unicom, implementing the changeover from fixed network operator to all-around services operator.
Breaching Network Development Bottleneck, Fully Stepping into Mobile Market
With the booming telecommunication market in China, fixed network of China Telecom encounters the bottleneck: slow increase of subscribers requires urgent introduction of wireless services to enhance its competitiveness. Reconstruction brings a new opportunity to China Telecom, enabling it to quickly step into mobile market with fixed network advantages.
After reconstruction, to ensure smooth 3G services in CDMA network, improve CDMA network service quality and reshape the image of CDMA exquisite network becomes the urgent need for China Telecom’s development. But some existing suppliers not continuing the adequate investment on CDMA technology makes it hard to satisfy the increasing requirement on new services, which restricts the development of China Telecom’s CDMA network. Due to ZTE’s powerful strength in CDMA and leading position all over the world, China Telecom decided to cooperate with ZTE to fully execute expansion and optimization of its CDMA network.
Preeminent Engineering Execution, Paving the Road to Development
China Telecom selects ZTE as its long-term strategic partner. It adopts SDR soft base station platform, which was first introduced to the industry by ZTE. The SDR soft base transceiver station platform can not only reduce auxiliary equipment, save power, ensure easy installation and protect environment, but also have the ability to smoothly evolve to LTE, thus maximizing China Telecom’s investment.
In October 2008, China Telecom Phase 1 network commenced. Stringent standards, huge workload and short construction period were the main problems that ZTE had to face. To overcome these difficulties, ZTE adopted standardized project management, set up nine project teams such as engineering, technical solution and logistics, unified deployment, and took prompt action. All these efforts guaranteed sufficient manpower and technical support for the smooth implementation of the project. Furthermore, ZTE established a “green channel” and prediction & warning system in case of rush delivery to fully guarantee the logistics.
By December 20, 2008, ZTE built and expanded at most 11000 BTSs, and swapped 2500 BTSs. With “small size, light weight and fast deployment”, the soft base station highlights the advantages during the network deployment.
On January 6, 2009, ZTE swapped totally 2700 BTSs simultaneously in 17 service areas of seven provinces in China at one night, creating a new record of BTSs swapped in CDMA network in the industry. ZTE’s unique soft swapping solution made the whole swapping process smooth, fast, safe and reliable. Tasks such as the big modification of the existing network and hard handover among different vendors were no longer difficult. Moreover, this solution saved a good deal of manpower and material resources. At the night of swap, neither going to BTS room nor a large engineering team was necessary. The BTSs in big service areas were swapped at one time, during which, little impact was made on the network and the period was shortened.

ZTE has accumulated abundant experience in wireless network planning & optimization from hundreds of network constructions all over the world. Network planning & optimization tools of independent intellectual property rights helped to realize intelligent network optimization during system swap. Three key network KPIs (network call quality, call setup success rate and call drop rate) are enhanced significantly.

At the end of 2008, China Telecom allocated numbers for its new service - E-Surfing, to rebuild the high-end image of CDMA. Relying on China Telecom’s rich experience in operation and ZTE’s powerful technical support, cooperation in the fields of wireless network, core network, service and customized terminals is getting stronger. Unique services for CDMA network such as EV-DO, GoTa and encrypted communication provided by ZTE, are making contribution to brand building of E-Surfing, which integrates business, life and entertainment. High-end services like mobile movies, mobile positioning, mobile stocks and mobile offices have become a reality. The successful brand building of E-Surfing signifies the completion of China Telecom’s CDMA network adjustment. Hence comprehensive service capability is enhanced.
