1　 Background

As a subsidiary of VNPT Group, the biggest full services operator in Vietnam, VinaPhone was awarded the 3G license from Vietnamese Ministry of Information and Communication on April 2nd, 2009, it has become the first operators provide 3G services.

With the rapid development of the domestic economy, Vietnam mobile network is in the early stage of the outbreak. At present, the penetration rate of mobile network in Vietnam market is about 60% with huge potential. At the same time, as Vietnamese like to pursue advanced communication technologies, the operators work with excellent equipment providers to build mobile networks, so that they can attract users by advanced services.

VinaPhone core network equipments are located in Hanoi, Ho Chi Minh and Danang. Due to the rapid development of the subscribers, the capacity of HLR is already saturated; the update of network equipment, especially the replacement of the core network is in great need. VinaPhone plans to fulfill construction of NGHLR at the beginning of 2009, to meet the requirement of future business development.

2　 ZTE Solution

As a benchmark supplier in NGHLR field, ZTE passed strict certification and evaluation of VinaPhone, it has exclusively constructed 30 million lines NGHLR for VinaPhone in phase 1. on April 30th , 2009, phase I of the three places geographical distributed disaster recovery NGHLR system has start to assign numbers. Single set of ZTE NGHLR system meets the full-network needs of VinaPhone 's , it realizes swapping for current 14 sets of HLR systems , which reflects the powerful next-generation HLR capacity, geographic distributed disaster recovery and convergent evolution capabilities. VinaPhone takes changing from "multi-network co-exist" to "convergence of multi-network”, which is the key step to keep leading position in the 3G market.

After the successful commercial application of 30 million users’ network, VinaPhone will choose ZTE again to build 60 million lines of NGHLR commercial network in the end of July, 2009. This system will become the world's largest, the most advanced and most stable NGHLR network, laying a solid foundation for VinaPhone to consolidate the leading position in further 3G market.

24 July 2009，ZTE and Vinaphone, were invited to attend the 80th anniversary celebration of the Vietnamese Ministry of Labor. In the Ceremony, Vinaphone have ceremoniously presented its NGHLR Project as the project model of this year to the Vietnamese Ministry of Labor.
