CSL was established in 1983, with over 3,000,000 existing network subscribers. It is the largest mobile communication network operator in Hong Kong, and a subsidiary of Telstra Corporation Limited, Australia's leading telecommunications and information services company. CSL is committed to retaining its market leading position by delivering innovative and relevant services to their customers. CSL offers services through three brands: 1O1O, One2Free and New World Mobility. In 2011, owing to the success operation of NextG network, CSL was awarded the “Best Mobile Carrier” at the 14th Telecom Asia Awards.


In 2008, merging NWM network, CSL owns four networks with dual-system and three-frequency. The complicated network structure not only brings high maintenance cost, but also results in difficult upgrading to HSPA+ and LTE. Devoting to breaking the bottleneck of 3G market in the fierce communication competition, network convergence and structure optimization and costs reduction become necessary for CSL.


In 2010, CSL adopted network convergence in its initial steps; however, CSL again was attacked by the rapid development of data service. CEO of CSL, Mr. Tarek Robbiati said, since March, 2009, six months after the launch of NextG, the data service increases ten times, but the revenues improve just 30%. In order to keep a leading position in the new Internet era, CSL makes a strategic decision to upgrade the whole network, for guaranteeing the development of high-speed data service.


Customized Leading Network

Whole network convergence, low-cost operation

Based on deep analysis of the complicated network situation, CSL adopted a unified platform in 2008, with large capacity and high integration, to create fully convergent network architecture. The swapped network changes into an end-to-end convergent network, which not only supports GSM and UMTS, but also smoothly upgrades to LTE network. All key NEs adopt the latest POOL networking mode, which greatly improves network security.


On March, 2009, CSL provides HSPA+ service, which supports download speed up to 21Mbps, the world’s quickest 3G commercial network. The successful network transformation not only solves the high maintenance costs and smooth upgrading problems, but also directly reduces network operation costs. According to the annual financial report of 2010, the whole network CAPEX reduces 28.2% and

OPEX reduces 11.2% within one year after the network swapping.


LTE\DC-HSPA+ dual-mode operation achieves high-speed data experience

Although CSL HSPA+ network took a leading position and occupied the largest market share in Hong Kong mobile communication market, CSL launched a world’s first commercial LTE/DC-HSPA+ network, the next generation of mobile broadband network with significantly increased capacity and speed on September 30th, 2010. The continuous network speeding helps CSL to attract more subscribers and explore 4G market in advance.


Presently the number of CSL 3G subscribers has exceeded 40% of total subscribers, and keeps a stable growth. The dual-mode network not only helps CSL to overcome shocks brought by the rapid growth of data service, but also consolidates its leading position in wireless access speed, which finally enable subscribers to realize “always on line” with low costs.


Subdivided broadband operation enhances subscriber awareness

Advanced technologies and high-quality services have always been the key for CSL to promote competitiveness. Based on the complicated service environments and diversified customization requirements, CSL introduces ZTE’s Optimized Operation and Management Solution (ZOOMs) in their network. ZOOMs helps CSL to fully realize subdivided operation of mobile broadband network.


Flexible Policy and Charge Control solution combines strong Deep Packet Inspection function and supports reliable identification of 130 service protocols in existing network. CSL also achieves differentiated charging and QoS policy control, based on dynamic & static policy configuration and dynamic distribution functions, which change the profits allocation mode of original industry chain, thus operators enjoy more profits.


Besides that, User Behavior Analysis System (UBAS) realizes real-time monitoring in different dimensions and deep analysis of network, services and subscribers. It helps CSL to know service applications and penetration ratio, thus to frame operation strategies closer to market and improve operation revenues.


Aiming at improving access bandwidth and offloading Internet data traffic quickly CSL plans to deploy ZTE’s Effective Routing and Offload Solution (ZEROs) in the near future, which enhances the controllability, visible and manageable ability of the whole data network.
